Monitoring, Evaluation, and Learning (MEL) framework for STI in Africa

Science Granting Councils (SGCs) across sub-Saharan Africa play a central role in advancing national innovation systems. To support their evolving role, the Monitoring, Evaluation, and Learning (MEL) Framework provides a comprehensive structure for tracking performance, promoting learning, and enhancing accountability in science, technology, and innovation (STI) programming.

Why a MEL Framework Matters

The MEL Framework responds to a growing need for evidence-based decision-making in STI policy and funding. Developed with input from 15 African countries—including Kenya, Ghana, Rwanda, and Burkina Faso—the framework aligns with continental and global development agendas such as STISA 2024, Agenda 2063, and the UN Sustainable Development Goals.

It enables SGCs to:

• Assess progress toward key objectives like research funding, international cooperation, and policy formulation
• Improve program management through timely data and insights
• Demonstrate impact and value to stakeholders
• Foster continuous learning and adaptation

Key Features of the Framework

The MEL Framework is built on six core objectives, each with defined activities, outputs, and Key Performance Indicators (KPIs). These objectives include:

• Funding research aligned with national priorities
• Promoting scientific cooperation and regional collaboration
• Strengthening coordination and linkages across STI actors
• Building institutional capacity for research management
• Enhancing governance and grant-making systems
• Advising on STI policy development

Additionally, the framework introduces cross-cutting knowledge management indicators to track behavioural change, private sector engagement, and advocacy efforts.

Data-Driven and Inclusive

To ensure robust data collection and reporting, the framework supports both manual and online systems. The SGCI MEL Web Application enables stakeholders—from administrators to end-users—to input, analyse, and share data across platforms. It also promotes gender mainstreaming and social inclusion by disaggregating data by gender, youth, and disability status.

By institutionalizing MEL practices, African SGCs are better equipped to lead STI transformation. The framework not only strengthens internal systems but also builds trust with funders, researchers, and the public.
