Digital transformation can be complex, but having the right tools makes it easier. A new Change Management Policy Template, developed under the Evi-Pol digital transformation roadmap, helps Science Granting Councils (SGCs) manage change confidently and systematically.
What is the Change Management Policy Template?
The template is a step-by-step guide designed to support African SGCs through the change process as they implement digital systems and policies. It is part of a broader effort to strengthen evidence-informed policymaking under the IDRC-supported project, ‘Strengthening the Capacity of Africa’s Science Granting Councils in the Use of Evidence in Policy and Decision-Making.’
Key Features of the Template
The template offers a clear structure for planning and managing change. It includes:
- Change overview – defining the purpose, background, and scope
- Stakeholder engagement – identifying who is affected and how to communicate with them
- Team structure – outlining roles and any new positions required
- Cost analysis – breaking down development and operational costs
- Implementation steps – detailing the steps, responsible parties, and resources needed
- Monitoring and evaluation – showing how success will be tracked
- Risk management – identifying potential risks and solutions
- Process schedule – laying out a clear timeline with milestones
These sections ensure that every element of change is considered and managed effectively.
Why it Matters
For many SGCs, moving to digital systems is essential, but managing the transition can be difficult. This template gives councils a ready-to-use framework that saves time, promotes transparency, and supports informed decision-making. It encourages planning, documentation, and communication throughout the process.
A Flexible and Open Resource
Freely available under a Creative Commons licence, this tool can be adapted to local contexts. It is based on a widely-used template from Smartsheet and is curated for SGC use by the Centre for Science, Technology and Innovation Indicators (CeSTII).
This policy template is just one tool in a growing collection to help African SGCs lead with evidence and adapt with confidence.
