Este documento analisa a forma como os pa\u00edses africanos podem gerir e financiar mais eficazmente a investiga\u00e7\u00e3o para alcan\u00e7ar os seus objectivos de desenvolvimento. Os autores baseiam-se num estudo de 2018 realizado em 15 pa\u00edses, apoiado pela Science Granting Councils Initiative (SGCI).  <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-what-the-paper-explores\"><strong>O que o documento explora<\/strong><\/h2>\n\n<p>O estudo investiga a forma como as na\u00e7\u00f5es africanas podem criar sistemas sustent\u00e1veis e relevantes a n\u00edvel local para apoiar a inova\u00e7\u00e3o. Centra-se em: <\/p>\n\n<ul class=\"wp-block-list\">\n<li>Porque \u00e9 que copiar modelos de investiga\u00e7\u00e3o de pa\u00edses mais ricos muitas vezes n\u00e3o funciona<\/li>\n\n\n\n<li>A import\u00e2ncia de uma boa tomada de decis\u00f5es e de uma governa\u00e7\u00e3o forte<\/li>\n\n\n\n<li>Como os contextos locais devem moldar as estrat\u00e9gias de financiamento<\/li>\n<\/ul>\n\n<p>O relat\u00f3rio combina entrevistas com funcion\u00e1rios do conselho cient\u00edfico, literatura acad\u00e9mica e conhecimentos no terreno para construir uma imagem clara dos desafios e oportunidades que os sistemas de investiga\u00e7\u00e3o africanos enfrentam.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-key-insights-on-research-and-innovation\"><strong>Principais ideias sobre investiga\u00e7\u00e3o e inova\u00e7\u00e3o<\/strong><\/h2>\n\n<p>Os autores defendem que o sucesso da inova\u00e7\u00e3o em \u00c1frica n\u00e3o depende apenas do dinheiro ou da tecnologia. Depende tamb\u00e9m da capacidade dos governos e das institui\u00e7\u00f5es para tomarem decis\u00f5es inteligentes e coerentes. Uma governa\u00e7\u00e3o forte \u00e9 importante. O estudo destaca:   <\/p>\n\n<ul class=\"wp-block-list\">\n<li>Uma boa conce\u00e7\u00e3o pol\u00edtica baseada nas realidades locais<\/li>\n\n\n\n<li>Implementa\u00e7\u00e3o efectiva atrav\u00e9s de parcerias e lideran\u00e7a<\/li>\n\n\n\n<li>Coer\u00eancia das pol\u00edticas entre sectores para evitar duplica\u00e7\u00f5es ou contradi\u00e7\u00f5es<\/li>\n\n\n\n<li>Coer\u00eancia a longo prazo apesar das mudan\u00e7as pol\u00edticas ou de financiamento<\/li>\n<\/ul>\n\n<p>Um exemplo disto \u00e9 a <a href=\"https:\/\/www.nrf.ac.za\/\">Funda\u00e7\u00e3o Nacional de Investiga\u00e7\u00e3o<\/a> da \u00c1frica do Sul (NRF). A NRF criou programas inovadores que ligam o mundo acad\u00e9mico \u00e0 ind\u00fastria e lan\u00e7ou c\u00e1tedras de investiga\u00e7\u00e3o com bons recursos que impulsionam a produ\u00e7\u00e3o de investiga\u00e7\u00e3o e o desenvolvimento de capacidades. Os seus esfor\u00e7os conduziram a melhores liga\u00e7\u00f5es entre ci\u00eancia e pol\u00edtica e a sistemas de investiga\u00e7\u00e3o mais competitivos. Estes \u00eaxitos demonstram como uma governa\u00e7\u00e3o deliberada e um financiamento direcionado podem gerar resultados.   <\/p>\n\n<h3 class=\"wp-block-heading has-medium-font-size\" id=\"h-challenges-and-solutions\"><strong>Desafios e solu\u00e7\u00f5es<\/strong><\/h3>\n\n<p>Os obst\u00e1culos comuns incluem uma coordena\u00e7\u00e3o deficiente, um financiamento limitado e a falta de apoio da ind\u00fastria local. No entanto, o documento sugere solu\u00e7\u00f5es pr\u00e1ticas: <\/p>\n\n<ul class=\"wp-block-list\">\n<li>Concebe modelos de financiamento que reflictam as prioridades africanas<\/li>\n\n\n\n<li>Formar l\u00edderes em governa\u00e7\u00e3o e tomada de decis\u00f5es<\/li>\n\n\n\n<li>Apoiar a colabora\u00e7\u00e3o entre minist\u00e9rios, sectores e regi\u00f5es<\/li>\n\n\n\n<li>Utiliza dados e provas para orientar as escolhas pol\u00edticas<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading has-medium-font-size\" id=\"h-moving-forward\"><strong>Seguir em frente<\/strong><\/h3>\n\n<p>Os Conselhos de Concess\u00e3o de Apoio Cient\u00edfico podem liderar esta mudan\u00e7a atrav\u00e9s da cria\u00e7\u00e3o de capacidades de governa\u00e7\u00e3o mais fortes. Ao faz\u00ea-lo, ajudar\u00e3o a desbloquear o potencial de \u00c1frica para se tornar um l\u00edder na investiga\u00e7\u00e3o e no desenvolvimento orientado para a inova\u00e7\u00e3o.
