{"id":26028,"date":"2026-06-08T15:19:42","date_gmt":"2026-06-08T14:19:42","guid":{"rendered":"https:\/\/sgciafrica.org\/quenia-lanca-plano-diretor-de-dez-anos-para-o-financiamento-da-investigacao\/"},"modified":"2026-06-08T15:26:06","modified_gmt":"2026-06-08T14:26:06","slug":"quenia-lanca-plano-diretor-de-dez-anos-para-o-financiamento-da-investigacao","status":"publish","type":"post","link":"https:\/\/sgciafrica.org\/pt\/quenia-lanca-plano-diretor-de-dez-anos-para-o-financiamento-da-investigacao\/","title":{"rendered":"Qu\u00e9nia lan\u00e7a plano diretor de dez anos para o financiamento da investiga\u00e7\u00e3o"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">O Qu\u00e9nia revelou um quadro nacional marcante para transformar o seu ecossistema de investiga\u00e7\u00e3o e inova\u00e7\u00e3o ao longo da pr\u00f3xima d\u00e9cada, com o mandato claro de reduzir a depend\u00eancia de financiamento externo e construir uma economia baseada no conhecimento a partir do interior.<\/p>\n\n<p class=\"wp-block-paragraph\">O <a href=\"https:\/\/www.nrf.go.ke\/kenya-launches-research-financing-masterplan-to-strengthen-national-innovation-ecosystem\/\">Plano Diretor de Financiamento da Investiga\u00e7\u00e3o e Refor\u00e7o de Capacidades do Qu\u00e9nia (2026\u20132036)<\/a> foi apresentado durante a cerim\u00f3nia de encerramento da Semana inaugural de Ci\u00eancia, Tecnologia, Investiga\u00e7\u00e3o e Inova\u00e7\u00e3o para a Sociedade (<a href=\"https:\/\/www.nrf.go.ke\/inaugural-stri4society-week-2026-to-drive-research-innovation-and-national-transformation\/\">STRI4Society<\/a>) 2026, realizada no Kenyatta International Convention Centre, em Nairobi.<\/p>\n\n<p class=\"wp-block-paragraph\">O projeto de dez anos estabelece uma estrat\u00e9gia abrangente para o refor\u00e7o do financiamento da investiga\u00e7\u00e3o, da capacidade institucional, das infraestruturas e da comercializa\u00e7\u00e3o dos resultados da investiga\u00e7\u00e3o.<\/p>\n\n<p class=\"wp-block-paragraph\">Aborda diretamente os desafios persistentes que o ecossistema de investiga\u00e7\u00e3o do Qu\u00e9nia enfrenta, incluindo o subfinanciamento cr\u00f3nico, estruturas de financiamento fragmentadas, a limitada absor\u00e7\u00e3o dos resultados da investiga\u00e7\u00e3o pela ind\u00fastria e uma depend\u00eancia excessiva de parceiros de desenvolvimento, que representam atualmente cerca de 51% do financiamento da investiga\u00e7\u00e3o do pa\u00eds.<\/p>\n\n<p class=\"wp-block-paragraph\">O Qu\u00e9nia investe atualmente cerca de 0,8% do seu Produto Interno Bruto (PIB) em investiga\u00e7\u00e3o e desenvolvimento, ficando aqu\u00e9m tanto da sua meta nacional de 2% como das aspira\u00e7\u00f5es continentais mais amplas. O Plano Diretor define um rumo para colmatar essa lacuna. <\/p>\n\n<p class=\"wp-block-paragraph\">Falando na cerim\u00f3nia de encerramento, o Primeiro-Secret\u00e1rio do Gabinete e Secret\u00e1rio do Gabinete para os Assuntos Estrangeiros e da Di\u00e1spora do Qu\u00e9nia, Musalia Mudavadi, afirmou que o governo est\u00e1 empenhado em colocar a ci\u00eancia e a inova\u00e7\u00e3o no centro do desenvolvimento nacional.<\/p>\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"426\" src=\"https:\/\/sgciafrica.org\/wp-content\/uploads\/2026\/06\/Kenya-lauch-research-masterplan_BODY.jpg\" alt=\"\" class=\"wp-image-26026\" style=\"width:770px;height:auto\" srcset=\"https:\/\/sgciafrica.org\/wp-content\/uploads\/2026\/06\/Kenya-lauch-research-masterplan_BODY.jpg 768w, https:\/\/sgciafrica.org\/wp-content\/uploads\/2026\/06\/Kenya-lauch-research-masterplan_BODY-300x166.jpg 300w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><figcaption class=\"wp-element-caption\"><em>Plano diretor de investiga\u00e7\u00e3o do Qu\u00e9nia<\/em> <em>lan\u00e7ado.<\/em> <em>Cr\u00e9dito: Fundo Nacional de Investiga\u00e7\u00e3o, Qu\u00e9nia<\/em>.  <\/figcaption><\/figure>\n\n<p class=\"wp-block-paragraph\">\u201cDevemos colocar a investiga\u00e7\u00e3o, a inven\u00e7\u00e3o e a aplica\u00e7\u00e3o do conhecimento no centro da forma como pensamos o progresso nacional e a transforma\u00e7\u00e3o social\u201d, afirmou Mudavadi.<\/p>\n\n<p class=\"wp-block-paragraph\">Shaukat Abdulrazak, secret\u00e1rio principal do Departamento de Estado para a Ci\u00eancia, Investiga\u00e7\u00e3o e Inova\u00e7\u00e3o, descreveu o Plano Diretor como um ponto de viragem na forma como o Qu\u00e9nia mobiliza e gere o financiamento da investiga\u00e7\u00e3o.<\/p>\n\n<p class=\"wp-block-paragraph\">\u201cO Plano Diretor proporciona um quadro coerente, previs\u00edvel e sustent\u00e1vel para mobilizar e gerir o financiamento da investiga\u00e7\u00e3o, ao mesmo tempo que refor\u00e7a a capacidade institucional e humana em todo o ecossistema de investiga\u00e7\u00e3o e desenvolvimento\u201d, afirmou.<\/p>\n\n<p class=\"wp-block-paragraph\">O Plano Diretor est\u00e1 ancorado em cinco pilares estrat\u00e9gicos: financiamento sustent\u00e1vel da investiga\u00e7\u00e3o, infraestruturas de investiga\u00e7\u00e3o e sistemas digitais, capital humano e capacidade institucional, liga\u00e7\u00f5es com a ind\u00fastria e impacto social, e quadros pol\u00edticos, legais e regulamentares.<\/p>\n\n<p class=\"wp-block-paragraph\">D\u00e1 tamb\u00e9m prioridade \u00e0s tecnologias emergentes, \u00e0 ci\u00eancia aberta, \u00e0 diplomacia cient\u00edfica, \u00e0 digitaliza\u00e7\u00e3o e \u00e0 integra\u00e7\u00e3o ao n\u00edvel dos condados para garantir que a investiga\u00e7\u00e3o contribui diretamente para a transforma\u00e7\u00e3o socioecon\u00f3mica.<\/p>\n\n<p class=\"wp-block-paragraph\">Desenvolvido atrav\u00e9s de um amplo processo consultivo que envolveu institui\u00e7\u00f5es governamentais, o meio acad\u00e9mico, organiza\u00e7\u00f5es de investiga\u00e7\u00e3o, parceiros de desenvolvimento, o setor privado e a sociedade civil, o Plano Diretor posiciona o Qu\u00e9nia para aprofundar o seu papel como um centro regional de investiga\u00e7\u00e3o, inova\u00e7\u00e3o e competitividade industrial.<\/p>\n\n<p class=\"wp-block-paragraph\">O Plano Diretor representa um marco importante para o financiamento da investiga\u00e7\u00e3o e inova\u00e7\u00e3o em \u00c1frica e alinha-se estreitamente com os objetivos defendidos pela Science Granting Councils Initiative, que apoia sistemas nacionais de investiga\u00e7\u00e3o mais fortes, financiamento sustent\u00e1vel da investiga\u00e7\u00e3o e a formula\u00e7\u00e3o de pol\u00edticas baseadas em evid\u00eancias em todo o continente.<\/p>\n\n<p class=\"wp-block-paragraph\"><em>Consulta as <\/em><a href=\"https:\/\/sgciafrica.org\/pt\/noticias\/\"><em>hist\u00f3rias<\/em><\/a><em>  e diz-nos o que pensas.
