[LAGOS] Existem fontes de financiamento dispon\u00edveis para apoiar a inova\u00e7\u00e3o no Gana, apesar dos atrasos na operacionaliza\u00e7\u00e3o de um novo fundo dedicado \u00e0 investiga\u00e7\u00e3o, afirma um alto funcion\u00e1rio.<\/p>\n\n

O governo ganense prometeu 50 milh\u00f5es de d\u00f3lares como capital inicial para o Fundo Nacional de Investiga\u00e7\u00e3o do Gana (GNRF), estabelecido ao abrigo da Lei do Fundo Nacional de Investiga\u00e7\u00e3o do Gana (Lei 1056), aprovada em 2020.<\/p>\n\n

No entanto, o fundo, que apoiar\u00e1 a investiga\u00e7\u00e3o nacional em institui\u00e7\u00f5es de ensino superior e de investiga\u00e7\u00e3o, ainda n\u00e3o est\u00e1 operacional.<\/p>\n\n

Cephas Adjei Mensah, diretor de investiga\u00e7\u00e3o, <\/strong>estat\u00edstica e gest\u00e3o de informa\u00e7\u00e3o no Minist\u00e9rio do Ambiente, Ci\u00eancia, Tecnologia e Inova\u00e7\u00e3o (MESTI) do Gana, afirmou que o governo estava, em vez disso, a desembolsar fundos atrav\u00e9s da Comiss\u00e3o de Ensino Superior do Gana para apoiar a investiga\u00e7\u00e3o e o desenvolvimento.<\/p>\n\n

Sem indicar quando o novo fundo de investiga\u00e7\u00e3o come\u00e7aria a atribuir subven\u00e7\u00f5es, referiu que a Iniciativa dos Conselhos de Concess\u00e3o de Bolsas Cient\u00edficas (SGCI) incentivou ainda mais o governo a comprometer financiamento adicional para a investiga\u00e7\u00e3o.<\/p>\n\n

A SGCI \u00e9 uma iniciativa multilateral criada para refor\u00e7ar as capacidades institucionais das ag\u00eancias p\u00fablicas de financiamento da ci\u00eancia na \u00c1frica Subsariana, a fim de apoiar a investiga\u00e7\u00e3o e as pol\u00edticas baseadas em dados concretos que contribuam para o desenvolvimento econ\u00f3mico e social.<\/p>\n\n

\u201cA SGCI refor\u00e7ou o nosso envolvimento e atividade no espa\u00e7o da investiga\u00e7\u00e3o, permitindo-nos coorganizar atividades e atribuir subven\u00e7\u00f5es de investiga\u00e7\u00e3o com o compromisso de fazer mais\u201d, afirmou Mensah, que \u00e9 tamb\u00e9m o representante da SGCI no Gana.<\/p>\n\n

\u201cAssin\u00e1mos iniciativas estrat\u00e9gicas em ci\u00eancia, tecnologia e inova\u00e7\u00e3o, como a Parceria Estrat\u00e9gica Gana-Reino Unido, o Programa Gana-Coreia, o apoio atrav\u00e9s da Funda\u00e7\u00e3o Nacional de Investiga\u00e7\u00e3o [da \u00c1frica do Sul] e v\u00e1rios blocos atrav\u00e9s do Conselho Global de Investiga\u00e7\u00e3o.\u201d<\/p>\n\n

Mensah afirmou que, atrav\u00e9s da SGCI, o Gana tem colaborado com outros conselhos, nomeadamente na Costa do Marfim, Tanz\u00e2nia, Uganda e Z\u00e2mbia.<\/p>\n\n

Referiu que a SGCI deu apoio t\u00e9cnico e financeiro para estabelecer o Fundo Nacional de Investiga\u00e7\u00e3o do Gana e ajudou a melhorar os mecanismos de recolha de dados para indicadores de investiga\u00e7\u00e3o e inova\u00e7\u00e3o.<\/p>\n\n

Em novembro do ano passado, o Fundo Nacional de Investiga\u00e7\u00e3o do Qu\u00e9nia (NRF-KE) acolheu o f\u00f3rum anual de 2023 da SGCI, onde os membros do conselho destacaram como a SGCI est\u00e1 a fazer a diferen\u00e7a nos sistemas de gest\u00e3o de investiga\u00e7\u00e3o dos conselhos.<\/p>\n\n

Wilfred Dennis, diretor principal de investiga\u00e7\u00e3o, <\/strong>estat\u00edstica e gest\u00e3o de informa\u00e7\u00e3o no MESTI, afirma que a SGCI est\u00e1 a ajudar a acelerar o sistema cient\u00edfico do Gana, apoiando a investiga\u00e7\u00e3o e o desenvolvimento de novas tecnologias, produtos e servi\u00e7os para melhorar a vida e o sustento das pessoas.<\/p>\n\n
