Pour soutenir l&rsquo;\u00e9volution de leur r\u00f4le, le cadre de suivi, d&rsquo;\u00e9valuation et d&rsquo;apprentissage (MEL) fournit une structure compl\u00e8te pour le suivi des performances, la promotion de l&rsquo;apprentissage et l&rsquo;am\u00e9lioration de la responsabilit\u00e9 dans les programmes de science, de technologie et d&rsquo;innovation (STI). <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-why-a-mel-framework-matters\"><strong>L&rsquo;importance du cadre de la MEL<\/strong><\/h2>\n\n<p>Le cadre MEL r\u00e9pond \u00e0 un besoin croissant de prise de d\u00e9cision fond\u00e9e sur des donn\u00e9es probantes en mati\u00e8re de politique et de financement de la science, de la technologie et de l&rsquo;innovation. \u00c9labor\u00e9 avec la contribution de 15 pays africains, dont le Kenya, le Ghana, le Rwanda et le Burkina Faso, le cadre s&rsquo;aligne sur les agendas de d\u00e9veloppement continentaux et mondiaux tels que <a href=\"https:\/\/au.int\/sites\/default\/files\/newsevents\/workingdocuments\/33178-wd-stisa-english_-_final.pdf\">STISA 2024<\/a>, l&rsquo;<a href=\"https:\/\/au.int\/en\/agenda2063\/overview\">Agenda 2063<\/a> et les <a href=\"https:\/\/sdgs.un.org\/goals\">objectifs de d\u00e9veloppement durable des Nations unies.<\/a> <\/p>\n\n<p>Il permet aux SGC de :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>\u00c9valuer les progr\u00e8s accomplis dans la r\u00e9alisation d&rsquo;objectifs cl\u00e9s tels que le financement de la recherche, la coop\u00e9ration internationale et la formulation de politiques<\/li>\n\n\n\n<li>Am\u00e9liorer la gestion des programmes gr\u00e2ce \u00e0 des donn\u00e9es et des informations actualis\u00e9es<\/li>\n\n\n\n<li>D\u00e9montrer l&rsquo;impact et la valeur aux parties prenantes<\/li>\n\n\n\n<li>Favoriser l&rsquo;apprentissage et l&rsquo;adaptation continus<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading has-medium-font-size\" id=\"h-key-features-of-the-framework\"><strong>Principales caract\u00e9ristiques du cadre<\/strong><\/h3>\n\n<p>Le cadre de la MEL s&rsquo;articule autour de six objectifs fondamentaux, chacun \u00e9tant assorti d&rsquo;activit\u00e9s, de r\u00e9sultats et d&rsquo;indicateurs cl\u00e9s de performance (ICP). Ces objectifs sont les suivants <\/p>\n\n<ul class=\"wp-block-list\">\n<li>Financement de la recherche align\u00e9e sur les priorit\u00e9s nationales<\/li>\n\n\n\n<li>Promouvoir la coop\u00e9ration scientifique et la collaboration r\u00e9gionale<\/li>\n\n\n\n<li>Renforcer la coordination et les liens entre les acteurs de la STI<\/li>\n\n\n\n<li>Renforcer les capacit\u00e9s institutionnelles de gestion de la recherche<\/li>\n\n\n\n<li>Am\u00e9liorer la gouvernance et les syst\u00e8mes d&rsquo;octroi de subventions<\/li>\n\n\n\n<li>Conseils sur l&rsquo;\u00e9laboration de la politique STI<\/li>\n<\/ul>\n\n<p>En outre, le cadre introduit des indicateurs transversaux de gestion des connaissances pour suivre les changements de comportement, l&rsquo;engagement du secteur priv\u00e9 et les efforts de sensibilisation.<\/p>\n\n<h3 class=\"wp-block-heading has-medium-font-size\" id=\"h-data-driven-and-inclusive\"><strong>Fond\u00e9 sur des donn\u00e9es et inclusif<\/strong><\/h3>\n\n<p>Pour garantir une collecte de donn\u00e9es et des rapports fiables, le cadre soutient \u00e0 la fois les syst\u00e8mes manuels et les syst\u00e8mes en ligne. L&rsquo;application Web SGCI MEL permet aux parties prenantes &#8211; des administrateurs aux utilisateurs finaux &#8211; de saisir, d&rsquo;analyser et de partager des donn\u00e9es sur plusieurs plateformes. Elle favorise \u00e9galement l&rsquo;int\u00e9gration de la dimension de genre et l&rsquo;inclusion sociale en ventilant les donn\u00e9es selon le sexe, la jeunesse et le statut du handicap.  <\/p>\n\n<h3 class=\"wp-block-heading has-medium-font-size\" id=\"h-looking-ahead\"><strong>Perspectives d&rsquo;avenir<\/strong><\/h3>\n\n<p>En institutionnalisant les pratiques de la MEL, les SGC africains sont mieux \u00e9quip\u00e9s pour mener \u00e0 bien la transformation de la STI.
